A Telegram bot asks questions while the answers are recorded in Ethereum blockchain. Employees of the IT University assume that released results of the opinion poll will help legislative agencies to develop regulations for using blockchain technologies in the Russian economy.

The opinion poll was initiated by experts of the Centre for Blockchain Technology at Innopolis University who refer to Vladimir Putin’s instruction to the Government of the Russian Federation and the Central Bank of Russia regarding changes in the legislation related to definition of the status and the concepts of digital technologies applied in finance.  

Rustam Davletbaev, Head of the Centre for Blockchain Technology at Innopolis University: “We collect opinions of the professional community regarding a wide range of issues connected with blockchain, crypto currency and ICO in Russia. Ill-considered decision approved by legislative bodies can make a negative impact on the country economy. This kind of research will help to evaluate risks and see the perspectives of such decisions in terms of the Russian technological breakthrough on the global market.

The opinion poll on legislative regulation of cryp ro currency, ICO and blockchain technology consists of two parts. In the first one the experts respond to the questions about the advantages and disadvantages of the legislative regulation, relevant practice in other countries and perspectives of using crypto currency in Russia. In the second part the respondents will evaluate answers of other opinion poll participants.

In 2017, Innopolis University opened the Centre for Blockchain Technology for R&D purposes in decentralized projects. In 2018, the Russian IT University will launch a Master’s degree program for blockchain experts.
